LEAVE TRAVEL CONCESSION/HOME TRAVEL CONCESSION 
BAN ON VISIT TO OVERSEAS CENTRES AS PART OF LTC/HTC 

 Please find attached AIBOC Circular No. 2014/33 along with their protest letter to 
IBA dated 16.04.2014 and communication with IBA dated 07.04.2014 for your 
information and circulation among the members.

Our members may be aware that Indian Banks’ Association has vide their letter No. CIR/HR&IR/F/2014-15/9195 dated April 7, 2014, communicated to all public sector member banks to stop permitting their officers/employees from visiting overseas countries/centres as part of LTC/HTC (Scanned copy of the IBA’s communication attached). Though these revised guidelines have been sent at the instance of Department of Financial Services, Government of India, it is in total violation of the spirit of bipartism. 

We have sent our protest letter to IBA requesting them to withdraw the revised guidelines, as we have already demanded the review of the Leave Travel Concession scheme (Copy of our communication also attached). 

 We are also exploring the possibility of legal recourse in the matter and are 
consulting some legal counsel for obtaining the stay order against the revised instructions of IBA. We shall keep you informed of the developments in this regard.

Dear Sir, 

Leave Travel Concession/Home Travel Concession 

Please refer to your letter No. CIR/HR & IR/F/2014-15/9195 dated April 7, 2014, on the captioned matter, addressed to all public sector member banks. You will kindly agree that the issue of leave travel concession is a bilateral issue and the provisions of the scheme have been the subject matter of discussion in the last settlements, including that of 9thbipartite settlement. The present Charter of Demand submitted on 30thOctober, 2012 also contains a separate demand for review of the existing scheme in a comprehensive manner. Any unilateral change in the scheme for leave travel concession 
is violative of the spirit of bilateralism and is therefore not acceptable to us. Therefore, we request and demand from you that the decision of the Managing Committee of IBA held on 01/04/2014 and conveyed by your letter dated April 7, 2014, should be withdrawn immediately. 

 We sincerely hope that our request will be considered in all seriousness and its implementation will be stopped immediately.
