Bank Unions Propose Agitation, But Not for Wage Revision

Read these three Information:

Dear Friends,


The Convention of all the Central Trade Unions and various other independent trade unions including UFBU, held in Delhi on 6th August, 2013,has given a clarion call to organise a massive morcha to Parliament on 12th December, 2013 to focus the following 10 point charter of demands:

TO ALL CONSTITUENT UNIONS/MEMBERS 


• At the call of National Trade Union Convention 
• Fight back the Central Government’s anti-worker policies
• Mobilise and join the Morcha to Parliament on 12th December, 2013 
"All our unions and members are aware that as per the call of the Central Trade Unions, one million bank employees took part in the 2 Days General Strike on 20th and 21st February, 2013 as per the decision of UFBU and contributed to the success of the united action by the entire working class. As a sequel to this massive protest action against the Central Government’s anti-labour policies, the Prime Minister himself responded and stated that the demands raised by the trade unions are reasonable and genuine and hence needs to be looked into. However, after this, a farcial meeting was held by a Group of Ministers with the Central Trade unions and nothing has moved thereafter. 


Hence, in order to further pursue the demands, a Convention of all the Central Trade Unions and various other independent trade unions was held in Delhi on 6th August, 2013. UFBU was also invited to this Convention and all our constituent unions particiapted in the same. A clarion call was given from the Convention to organise a massive morcha to Parliament on 12th December, 2013 to focus the following 10 point charter of demands: 


1. Concrete measures to contain price rise
2. Concrete measures for employment generation, 
3. Strict enforcement of labour laws, 
4. Universal social security cover for organized and unorganized workers and creation of National Social Security Fund 
5. Stoppage of disinvestment in Central and State PSUs / Undertakings, 
6. No Contractorisation of work of permanent / perennial nature and payment of wages and benefits to the contract workers at the same rate as available to the regular workers of the industry / establishment.
7. Amendment of Minimum Wages Act to ensure universal coverage irrespective of the schedules and fixation of statutory minimum wage at not less than Rs. 10, 000/- linked with cost price index.
8. Remove all ceilings on payment and eligibility of Bonus, Provident Fund; Increase the quantum of gratuity.
9. Assured Pension for all
10. Compulsory registration of trade unions within a period of 45 days and immediate ratification of the ILO Conventions Nos. 87 and 98 


All these issues have arisen on account of the anti-labour and pro-employer policies of the Central Government. It is a matter of satisfaction that all the Central Trade Unions have come together on a single platform to fight agaisnt these policies and to achieve these demands. As UFBU, we also support all these demands as bank employees are placed no differently. Our demands for wage revision is not moving forward. There are also incesant attacks on the banking sector in the name of banking reforms. Hence, from the UFBU meeting held in Mumbai on 11th October, 2013, it was decided to call upon all our unions and members to take part in the Morcha to Palimanet on 12th December, 2013. 


Accordingly, we request all our constituent unions to mobilise their members to participate in the Parliament Morcha on 12th Decemvber, 2013.

ISSUES AND DEMANDS 


FOR PARLIAMENT MORCHA – 11TH DECEMBER, 2013 :
1. Right to banking to be made a fundamental right
2. Reverse Banking Reforms
3. Do not privatise public sector Banks
4. Do not give banking licence to corporate and business houses
5. Do not reduce Government’s capital in PSBs
6. Do not merge Public Sector Banks
7. Stop closure and takeover of Associate Banks by SBI
8. Delink Associate Banks from SBI and make them independent Banks
9. Bring all private Banks into Public Sector
10. Open more branches in rural areas
11. Ensure more credit to priority sectors
12. Give more loans to agriculture sector
13. Recover bad loans in Banks
14. Make recovery laws more stringent and effective
15. Make willful default as a criminal offence
16. Merge RRBs with sponsor Banks
17. Strengthen Co-operative Banks
18. Exempt profits of Co-op. Banks from Income Tax
19. Recapitalise ailing DCCBs in Uttar Pradesh
20. Withdraw Prakash Bakshi Committee Report on PACS
21. Stop closure of PACS and do not make them as Business Correspondents
22. Improve Bank Daily Deposit Collection Schemes.
23. Ban all unscrupulous chit fund finance companies
24. Stop outsourcing regular and perennial bank jobs
25. Stop private Banking Correspondents
26. Stop outsourcing ATMs, Clearing operations, etc.
27. Recruit permanent employees
28. Adequate Recruitments in Banks
29. Regularise the existing contract/outsourced employees
30. Equal Pay for equal work

Respected Sirs / Comrades,


In this we do not find any mention about delay of BPS 10th settlement of wage revision at par with price-rise, Pension to all, uniform post -retirement benefits and removal of classes among pensioners, 100% DA to all pensioners, updation of pension, quarterly DA updation at par with working Bank-Staffs and rank wise minimum wage at lowest level Rs.20,000/-pm to and minimum Rs.15,000/- p.m.pension quantum to all retirees after 20 years of pensionable service in any Bank to all.

  1. I am of the opinion that the Bank unions are trying to hide their failure to get a fair Wage Revision, under the guise of PARLIAMENT MORCHA agitation with lame points and reasons. They are trying to deviate the attention of Bank employees.

  2. Analysis of PARLIAMENT MORCHA - 30 Points
    Point No.1 - Already we are having fundamental right to banking in India & nobody has any objections
    Point No.2 - Reverse of Banking Norms - Point No.3 to 8 are coming under this 2nd point.
    Point 9 & 10 - For the development of Union Business only
    Point 11 - 15 - If the Banks are given freedom for recovery with Revenue Recovery Act, No NPA will be there (Except: Fraud loans sanctioned by Banks)
    Point No.16 to 21 : We know the co-op banks, PACBs,& DCCBs in UP are mostly controlled by the Politicians/Unions controlled by the Political Parties. Unions themselves BACK-STABBING by quoting these 6 points.
    Points 22 to 29 - Again comes under the Banking reforms. - Regarding recruitment in Banks, I have to remind the unions that they have not achieved a RESPECTABLE STARTING PAY in the Banks. Hence, modern youngsters are reluctant to join the Banking Industry.
    Point No.30 - We are already getting equal pay for equal work.
    From the Analysis, it is construed that the unions have only one point ie. Reversal Banking Reforms. But they have split them into 30 points to build a monster called PARLIAMENT MORCHA. Comrades/Friends do not get fainted on seeing 30 points agenda.

  3. Strong agitation is required for getting the settlement done. Concentrate on that instead of going for morchas on other issues. Bank employees are supporting the so called national issues raised by trade unions of all sectors. But nobody is supporting the cause of bank employees. So concentrate on our issues.
