Recruitment Scam in Banks


An officer who has worked for  two or three decades successfully in a bank without facing any charges of irregularities or lapses is not found fit by Interview board for promotion of officer from one scale to other but the same team of interview panel pick up entirely fresh candidate who has got banking knowledge, no rural posting no point for education or for APAR etc.  

An officer of other banks of two or three year experience is found fit when Management of a bank go to a campus for selection or call candidate from other bank or FI for the post in scale II or scale III. In such case they neither need to see whether he has worked in rural areas or not, whether he has worked as Branch Head or not, Whether he has passed CAIIB or JAIIB etc.

Sometimes bank management recruit specialized officers or officers in special segment from campus or from directly from market and later they treat them at par with generalized officers. Many of existing offices perform the same task which specialists perform. In this way bank management get an opportunity to recruit their kith and kin or their friends and relatives to pay higher emoluments for the same work which a two decade experienced officers is doing or vice versa.

There are many such cases when an officer recruited in scale I as general officers at lower scale is performing better than a specialist recruited in scale III , both doing same and similar work.

In a bank policy changes every year as per whims of top ranked officers. There are several Rural Development Officers who are treated as General officers and many other RDO are treated as specialist. There are many officers recruited as Marketing officer are working as general banking officers. In this way the term ‘Specialist’ is used only as an excuse to recruit person directly from market depriving the rights of existing serving officers. In field, there is practically no demarcation in quality and nature of works allotted to general officers or to specialists. Both are to work in the same and similar manner though they are recruited in different scale with different initial emolument and different potential for promotion to higher scale. All these things depend not on the quality of work but on the whims and fancies of top bosses which adversely affects the work culture and loyalty to the organization.

IBPS also work in nexus with bank officials in picking up officers in scale II and scale iii in the name of specialist officer and pay them two or three times of normal salary payable to a fresher or a probationary officer . Similarly promotion process Committee of every bank takes the help of IBPS just to show their honest credential but they pick up officers for promotion only whom they like or who has been backed by some God father.

Is there any one to investigate such scam which causes not only loss of money but also gives frustration to hundreds and thousands of officers who are waiting for promotion for years together? 

The most astonishing is that an officers with two to three decades is not promoted to scale III or scale IV or Scale V but an outsider is directly recruited in scale III and promoted to scale IV and V within a span of four to five years .

 How far is it justified? 

Will it not spoil the work culture? 

Who are responsible and punishable for such improper way of recruitment?

Or the reign of injustice will continue as it has been going on for last three four decades?

Officers who are aggrieved with bank management file case in local civil court or file writ in High Court or Supreme Court but the case is not decided even in two or three decades due to ill motivated actions of advocates representing banks .And bank in general continue to pick up officers as per their whims and fancies for higher scale and for higher post. 

Ministry of Finance also agree to whatsoever logic is given to them by top ranked officers of bank. 

No efforts have ever been taken to maintain uniformity of promotion policy in all banks and in the same bank and make it time bound just as the service of central government and that of IAS and IPS officers are. Government always treat bankers step motherly and this is why the banks which are actually the backbone of the economy and financial health of the country are so weak and rotten that they may collapse anytime.

    Hello unionites. our bank recruitment advertise for around 350 Scale-III credit officers,in past bank also recruit around 1000 scale-III officers in 2/3 phases.Union opposes that we will not hire directly higher scale GBO from market and give opportunities to our officers...Management have plea that they hiring specialist credit officers.if we ask the leaders they said they are specialist credit officers.But in seniority list their name appear in general banking...they participate in promotion process with general banking...WHAT IT MEAN...? management hires scale-III general banking officers in name of credit officer scale-III, and our union not opposes it......Officers working in bank since long they are not scale-IV ,but those who joined in 2009 as credit officers they get opportunity to promote in scale-IV.

    Brijesh Tiwari Credit people are special in bank. All other specialist are not getting this opportunity except credit people

    Hota Sameer they should be posted as branch manager if their name appears in seniority list of general banking officer.

    Mahesha Jinnagara Majority of credit officers are heading the branches. There is no difference between credit officers and general banking officers. A credit officer can function as general banking officer. Can a general banking officer can function as credit officer? The credit officers are always special because they are the income earners.

    Siba Prasad Nanda Yes..there is no diffirences between credit officer & GBO. GBO's also doing credit functions...the questions is why bank hires directly Scale-III from market in name of specialist officers and offered them opportunity as GBO on promotion?

    Mahesha Jinnagara It is due to mismanagement in recruitment. Bank should have recruited scale 1 officers regularly and trained the officers in credit function. That didn't happen for long.

    Praveen Sharma Defination of Specialised officer actually come from one's educational qualification,for example an agriculutre graduate who is recruited as rdo can become credt offcer bt a credt offcr can not become rdo,hence treating credt offcr as GBO is not wrong.

    Mahesha Jinnagara RDOs also to be considered as GBO. Majority of the RDOs are good performers and has archived good growth. They are good managers and they involve in all the functions of the banking. It is irony that they have been left out of the general stream.

    Rahul Kumar most of them in scale-III are someone's(GM,DGM,AGM....so on) SON DAUGHTER and.......so on that's why it's all going on in our union bank....otherwise just think why managment don't think about MARKETING officer who works approx 4-5 years but dont get a chance to come GBO....still they r scale-I......

    Gyanendra Singh Friends, I know 3 of the credit officers who are handling business of Scale IV and they are Branch Managers, All the 3 had taken the branch to greater heights in the last Fy. I do not rule out that there may be some other star performers, but why this debate is on, Its all performance, which matters

  2. Brijesh Tiwari Maheshaji Marketing officers can also work as Branch Manager and Better than anybody else because they know the market but bank is keeping their future in dark. They can also work like credit officer if given opportunity. There is nothing in bank which a marketing officer or RDO can not do even credit. The training given to Credit officer just give to any officer of the Bank, They will perform. During recritment credit officers were specilaist but for promotion they became General why not mkt and RDO. This is the discrimination in the Bank.

    Mahesha Jinnagara Marketing officer concept is relatively new to banking. As I said earlier there is no difference between GBO and Credit officer. It is only nomenclature which is attached to. It is well known fact that no body interested to work in credit department. The bank wanted dedicated people to work in the credit department and come out with the lateral recruitment of credit officers. Now the bank using them in all the functions of the banking. Whereas marketing, IT, Law, OL, security are all coming under specialised segment. It is not only in our bank in all the nationalised banks the same criteria being adopted. I am not telling marketing officers cannot do credit or GBO functions but i am only telling its not the core area.

    Ritesh Raman I wud like to ask question one question to all of you...who can perform the Credit Function well....those who are sitting in to the branch & waiting for the Loan proposal ...???or the person who have a market knowledge & have a good knowledge about Loan customer...??? ...most of the people are worry to work in credit department because of so many unnecessary circulars & personal revenge from the Higher Officers...???? I wud like to share one Example...Accounts are opening in most of the Branches..now how many branches are regularly sending the letter of thanks to Customers,Introducers...varify the PAN from Income Tax site....How many Account opening forms have completely filled & properly signed by the customers etc....answer we have known very well....???? The main important thing in Credit Department is Lack of Confidence....& the habit of Denying the Credit Proposal...to find out the unnecessary formalities....becoz all the responsibilities goes on the Head of Branch Manager,RDO,& MO.....the best thing is to give Training ,Motivation ,Confidence among BM,RDO ,MO....then i am sure bank will get the very Good Result...????

    Ritesh Raman Samik sir, i have always written my words with our personal experience,observation ,on the basis of deep analysis etc .....i learnt a lot at our previous posting...& you have known my previous branch...one of the most sensitive branch & city...recently two big frauds happened in the same district & at adjoining district....well i had helped so many customers of our branch ...even on the cost of my job...and the responce what they have been giving to me ...unbelievable...they recognised my work ,my behaviour a lot....but responce from my bank staff ...ha ha jealous feeling,Backbiting...etc compliments from my regional head ...I will destroy your carrier...?? Sir i ask a question to you ,you got sudden transfer in a remote area becoz you wrote on facebook and raise ur words against someone....?? When our staff has applied for the transfer..they dont get transfer & our higher authority has given the reference of substitute,staff shortage & many more things...?? But in your case it is sudden and very quick....?? But for others it is very slow ....?? Thats why i have mentioned our many good officers in credit deptt are worry about the personal revenge & unnecessary circular....which stopped them to give the Proper advance to the Right prospective borrower....???

    Rahul Kumar I hv to say only Marketing Officer are directly work for bank business so they should got an equal chance in promotion policy......and why not if a clerk recruit for specific work like note counting and entery level works and got a chance to promotion scale-I & so on....so my simple question to all unionites is it TRUE?? please say DIL se.....
