SOME ISSUES
TO BE CLARIFIED
- Whether the banks have to carry
out the entire range of banking operations on 29th, 30th
and 31st March, 2013?
- What are the timings during which
the banks have to carry out customer transactions on these days?
- Whether the staff of all grades
and ranks have to be present on these days, regardless of their
designation?
- What is exactly meant by “extended/late hours”?
- Whether
the banks have to accept remittance of taxes from non-customers too, on
these days?
- What is
the compensation to be given for working on holidays and “late hours”?
- How can
one expect the bank staff to work for 13 days at
a stretch without a break, from
25-03-2013 to 06-04-2013?
SOME
SUGGESTIONS
- In many
states, 27th is a holiday for ‘Holi’. But in many states, 27th is a
working day.
- 28th
and 30th are working days in
all the states.
- Therefore,
there may be some rationale in keeping extended business hours on 30th
which is a Saturday. But there is
absolutely no justification in asking the banks to function on two
holidays – on 29th (Good Friday) and 31st (Sunday).
- If
banks have to remain open for full day on 30th and 31st
March, 2013 (the last day of this financial year), why is it that the
holiday on 29th is to be cancelled?
- If
award staff are to be paid overtime at 200% of their regular wages for
late sitting on Saturday and working on holidays, why shall the officer
staff be denied any worthwhile compensation?
- If
there is a ‘Special Clearing’ at
08-30 PM to 09-30 PM to transact Government Business on these 3 days as proposed,
the staff may be asked to work in 2 shifts on these days – first from 10-00 AM to 06-00 PM and the
second from 02-00 PM to 10-00 PM.
- There
shall not be any cash
transactions on these days. Only ‘Transfer’ and ‘Clearing’ entries are to
be allowed. By avoiding cash transactions,
much time can be saved and unnecessary problems avoided.
- Staff returning home (from office) in the late
night must be provided conveyance
facility by their bank.
- In
addition, banks must provide dinner for the people working in second
shift.
