Bank employees across the country are gearing up to celebrate the 70th Founding Day of the Bank Employees Movement in India on April 20.
The AIBEA (All India Bank Employees Association), which celebrates this day year-after-year, considers the 70th Founding Day more special in many ways as members resolve to further strengthen themselves by uniting and reminding of the tasks in the coming days.
“Government's economic policies are drifting in favour of the rich and against the common masses. When trade unions and workers unite and fight against these anti-people policies, more and more attacks will be mounted on the working masses. It is a situation of multiplicity of challenges and multiple tasks and time to say “we will fight back”.
“We have to fight against the avowed policy of the government to issue banking licences to corporate and business houses, against the present model of private banking correspondents, privatisation of Regional Rural Banks and for an effective Cooperative banking system and many more. Militant struggles are the only way,” AIBEA General Secretary C H Venkatachalam said.
In one of his earlier interviews with Business Line, Venkatachalam noted that the unions were emerging stronger both numerically and with infusion of young blood who understood the challenges.
“The social composition of union membership might have changed, but new employees are aware of their responsibilities. Connecting with young people is the way forward, but grooming these youngsters could be a bigger challenge,” he said.
While the total number of employees in the banking industry seems huge, banks are actually understaffed. The total business of the banks was Rs. 40 lakh cr, five years ago. It has risen to over Rs. 1.20 lakh cr at present; 25000 branches have been opened in 6 years, but the total staff strength despite recruitment of 3lakh persons remains the same.
The new recruits are not adequately trained; there is therefore extreme pressure.
With banks resorting to non-bank business income and commission income – an unknown territory for bankers – employees are subjected to new pressures, he said, highlighting the association's resolve to fight such issues.

"As announced in the Budget, we are required to tie up with banks, since there will be direct debit of premium from bank accounts. Discussions are on regarding how to implement the schemes and atleast the public sector insurers (life and non-life) will tie-up with the major PSU banks by June," said a senior public sector insurance executive.
Public sector bank executives said the initial costs are going to be much more than the fee that will be proposed to be paid. Bank staff especially at branch level would have to shoulder burden.
In his budget speech, finance minister Arun Jaitley said that two new insurance schemes for the lower income groups will be launched. He had said that the Suraksha Bima Yojana, an accident insurance scheme of Rs 2 lakh sum assured with premium of just Rs 12 a year, would be launched. Prior to finalisation of terms, insurance companies had indicated premium of Rs 24 to be a proposition viable. But the ministry prevailed to reduce to it to make it more attractive for the masses, said a bank executive.
Similarly, there will be a Jeevan Jyoti Bima Yojana with a life insurance cover of Rs 2 lakh with an annual premium of Rs 330. This will be for those between the age-group of 18 years to 50 years. Jaitley said that these schemes will be part of a Universal Social Security Scheme in the country.
There would also be an Atal Pension Yojana (APY) that will be launched, also to be offered through banks. The modalities of this scheme are being worked out with Pension Fund Regulatory and Development Authority (PFRDA).
APY will be focussed on all citizens in the unorganised sector, who join the National Pension System (NPS) administered by PFRDA and who are not members of any statutory social security scheme. Under the APY, the subscribers would receive the fixed pension starting from Rs 1,000 per month, and in multiples thereof, subject to a ceiling of Rs 5,000 per month, at the age of 60 years. The monthly pension amount would depend on their contributions, which itself would vary on the age of joining the APY.
This scheme is open to all bank account holders who are not members of any statutory social security scheme. All bank account holders under the eligible category can join APY with auto-debit facility to accounts, leading to reduction in contribution collection charges.
Both public and private life and general insurers can participate in these schemes. Industry officials said that this would be similar to the other schemes where a tender will be floated and quotations will be sought. Insurers would require to apply state-wise for getting a particular scheme contract implementation in each state.
In the budget speech, Jaitley said that the premium for this scheme would only be direct debit from the bank accounts and only account-holders would be eligible for the product.
The country's insurance penetration (measured as premium as a percentage of GDP) has fallen to 3.9 per cent in 2013-14 compared to 4.0 per cent in 2012-13. With these schemes, insurers expect the penetration levels to increase. However, this is not a new phenomenon. With lower rates of renewal and lesser disposable income available to invest, insurers said that the penetration has come down.
While the PMJDY was only open to those people who did not have a bank account, these schemes are open to anyone who wishes to be part of the scheme. Further, these schemes would not be subsidised by the government and all claim-related services would be provided by the banks.
Insurers said that they are still in talks on how to deal with individual claims in the life and non-life schemes. Designated bank branches will be set aside for these claims and there would atleast 2-3 personnel in each branch handling these claims. Apart from this, renewal facilities would also be given by banks.

A plethora of new schemes for pension and insurance are set to be launched this year by the government with an aim to provide universal social security. Contrary to popular perception, many of these will be available to all citizens and not just to those living close to the poverty line.
The three key schemes include Pradhan Mantri Suraksha Bima Yojana, Atal Pension Yojana and Pradhan Mantri Jeevan Jyoti Bima Yojana that were announced by finance minister Arun Jaitley in the Union Budget 2015-16.
Pointing out that a large proportion of the country’s population is without insurance of any kind, the minister had announced, “Worryingly, as our young population ages, it is also going to be pension-less. Encouraged by the success of the Pradhan Mantri Jan-Dhan Yojana, I propose to work towards creating a universal social security system for all Indians, specially the poor and the under-privileged.”
The finance minister has already held one round of meeting with public sector banks on the launch of these schemes. The plan is to implement these on the same scale as account opening under the Pradhan Mantri Jan-Dhan Yojana. To ensure ease for customers, subscription and claim forms will be kept simple and the finance ministry is also thinking in terms of empowering banks to enable faster claim resolution under these schemes.
Significantly, in the interim, the Employees’ Provident Fund Organisation has also proposed a new social security fund — the Unorganised Sector Workers’ Social Security Fund that can be joined by any private sector worker.

Atal Pension Yojana: A co-contributory fixed pension scheme, the Atal Pension Yojana will be focused at unorganised sector workers who are not members of any social security scheme. The scheme is expected to be launched from June 1, 2015.
Under the APY, subscribers would receive a fixed monthly pension of Rs 1,000; Rs 2,000; Rs 3,000; Rs 4,000 or Rs 5000, depending on his or her contribution, starting from the age of 60 years.
The minimum age for joining the scheme is 18 years and the maximum is 40 years with a minimum contribution period of 20 years. Contributions would vary from as little as Rs 48 a month for a Rs 1,000 pension to Rs 248 a month for a pension of Rs 5,000 per month, according to a finance ministry official.
The Central government would provided a fixed return by co-contributing either 50 per cent of the subscriber’s contribution or Rs 1,000 per year —whichever is lower; for a period of five years from 2015-16 to 2019-20 for subscribers who join the National Pension System before the end of this year.
However, do keep in mind that the Central government contribution would be available only for those subscribers who are not income tax payers. The existing subscribers of the NPS Swavalamban scheme would be migrated to the APY, unless they opt out of it, according to note prepared by the department of financial services in the finance ministry.
The scheme would be administered by the Pension Fund Regulatory and Development Authority and investments would be done on the pattern as that for NPS for central government officers.

After a month, there was again a meeting of IBA and UFBU to discuss some of the residual issues of officers and workmen. This meeting held on 16th April 2015, was much awaited by bankers as 50 days of the 90 days to fnalise the agreement (as announced on d23rd Februry 2015) are now over.
For the whole day I am was waiting to know the final outcome of the meeting.
1. Washing Allowance to be increased from Rs 100 to Rs. 150 pm
2. Hill & Fuel Allowance
4. Split Duty Rs.125 to Rs.150.

High Court rejects bank manager’s bail plea-The Hindu 18th April 2015
The Madras High Court Bench here on Friday dismissed an anticipatory bail application filed by a former bank manager in a case booked against him on the charge of swindling Rs. 1.31 crore by sanctioning bogus loans to self-help group members. Justice P.N. Prakash dismissed the application filed by Mahendran, former manager of Sayalkudi branch of Union Bank of India, on the ground that the nature of allegations levelled against him were very serious and the amount of money involved in the case was also huge.
Though the petitioner accused his successor in the bank branch of having lodged the complaint with ulterior motives and without obtaining the permission of his superiors, the judge said the Code of Criminal Procedure did not make such permission a sine qua non for setting the law in motion.
The judge said a communication sent by the bank’s Regional Office to the complainant, Sesha Mari Kumaran, on February 18 sought his explanation only for not keeping the matter in wraps and allowing the media to get a wind of it thereby causing loss of reputation to the bank’s name.
Complaint
“By lodging such a complaint, even without the permission of the higher-ups, the defacto complainant would have at the most violated some departmental rules, but that cannot in any way make the FIR illegal,” the judge added.

Discussion Details of the Meeting :
Part 1 : Morning Session was headed by Shri Arun Tiwari: The detailed discussion between IBA and UFBU were held on the new proposed Medical Reimbursement Scheme with Health Insurance tie-up. Soon there was a divide between Public Sector Bank Employees and SBI. Finally SBI opted out of the proposed Scheme as they felt that the existing SBI scheme is better than what is now being offered to PS Bank employees. It seems UFBU has also asked for similar scheme for reitrees too. Thus, it is expected that the medical reimbursement scheme will be finalized soon.
Part 2 : This Afternoon Session was headed by Shri Ashwin Mehra. Dicussion took place on the following Allowances:-
1. Washing Allowance to be increased from Rs 100 to Rs. 150 pm
2. Hill & Fuel Allowance
- (above 3000 mts) to be increased from Rs1295 to Rs.1500
- (Above1500 upto 3000 mts) from Rs 510 to Rs 600
- (Above 1000 to 1500 mts ) from Rs 410 to Rs, 500.
3. Project Area : Group A Max 250 -Min 200.
4. Split Duty Rs.125 to Rs.150.
Unions have hailed these to be great achievement after day long discussions.

As I was struggling for my words as to how I should list the progress, I came across the following write up by Mr. Kamlesh Chaturvedi. Thus I was saved from all the trouble of writing my comments. I am giving his comments (in Hindi) so that readers can figure out what exactly they have got from the day long meeting and firm up their views on the progress :-
आज हमारे नेताओं ने बैंक कर्मियों के भले के लिए पूरे दिन जद्दोजहद की. खाने की बात तो दूर एक घूंट पानी तक नहीं पिया. वार्ता करके जब शाम को नेता लोग बहार निकले तो भूख और प्यास से उनके चेहरे जहाँ बुझे हुए थे वहीँ उनकी आँखें वह सफलता बयां कर रही थीं जो आज दिन भर भूखे प्यासे रह कर उन्होंने अर्जित की. इसीलिए तो कहते हैं फेसबुक पर कमेंट करना बहुत आसान है और कुछ करके दिखाना बहुत कठिन. जो सूचनाएं साझा की गयी हैं यदि वह सही हैं तो आइये जरा गौर करें कि आखिर आज हमारे नेताओं ने हमारे लिए क्या क्या हासिल किया :

(२) सूचनाओं के मुताबिक दूसरी ऐतिहासिक सफलता मिलते मिलते रह गयी जब बैंक कर्मियों की सबसे बड़ी यूनियन के नेता, बैंक कर्मियों के मसीहा और उनके दिलों में राज करने वाले नेता जी ने यह कह कर शनिवार अवकास का पुरजोर विरोध किया कि बाँकी दिनों के लिए एक घंटा कार्य समय बढ़ाये जाने से महिला कर्मियों को बहुत परेशानी होगी. अगर नेता जी की बात आज मान ली गयी होती या आगे चल के मान ली गयी तो वे कर्मचारी बहुत खुश होंगे जिन्होंने शनिवार अवकास की बात सुनते ही वेतन आयोग या फिर समानता और बराबरी के संघर्ष से तौबा कर ली थी और 15% वृद्धि पर कितनी सैलरी बढ़ेगी की गड़ना के साथ एरियर की गड़ना भी कर डाली थी, साथ ही उन शनिवार का हिसाब भी लोगों को बता कर ख़ुशी का अहसास किया था कि कौन कौन से शनिवार अवकास के साथ पड़ रहे हैं. वो साथी तो खुशी के मारे झूम रहे होंगे नाच रहे होंगे जिन्होंने अपनी विद्वता प्रदर्शित करते हुए यह जानकारी साझा की थी कि ११ अप्रैल को पड़ने वाला शनिवार वह ऐतिहासिक शनिवार होगा जब शनिवार अवकास की शुरुआत होगी. ११ अप्रैल वाला शनिवार भी निकल गया.

FM Guidelines For Public Sector Banks
Government Assures the Public Sector Banks (PSBs), Financial Institutions (FIS) and Insurance Companies of Freedom of Non-Interference in Matters of Commercial Decisions, Transfers, and Postings etc.
The Department of Financial Services, Ministry of Finance issued a circular yesterday to the Chief Executive Officers (CEOs) of all Public Sector Banks (PSBs), Financial Institutions (FIs) and Insurance Companies assuring them of freedom of non-interference in matters of commerci...al decisions, transfers, and postings etc. It was conveyed in very clear terms that the Government will not interfere in the commercial decisions of the Banks/FIs. • Each Bank/FI should have a robust grievance redressal mechanism for borrowers, depositors as well as staff. The aggrieved person should have an opportunity to represent his case at least at two levels.
It is trusted that the freedom given to Banks/FIs by assurance of non-interference will be used in the most objective manner. However, if any complaint comes to this Department from anybody informing that exceptions were made in certain cases without any objective basis, and in order to favour somebody, the person taking such decision would be accountable.

India has been pioneer in best planning and has always been rated as number one in Planning. During last sixty years of freedom India has always framed best policies and formulated very attractive plans. Unfortunately Indian government and Indian politicians have invariably failed to put their plans and policies into action in true spirit. Planning is the best in practically all government departments, all PSUs and all public sector banks. But all plans are executed by implementing individuals and agencies with a hidden motto to earn illegal money.
This is because the persons who are supposed to execute the plan into action are corrupt or inefficient. Execution of plan in our country is the worst because the persons who are supposed to follow the policies, rules and laws are themselves violators of the same. Good officers are never allowed to perform better; rather they are sidelined or removed from the mainstream. Bad and corrupt officers are chosen for responsible, powerful and prestigious posts humiliating good officers. To add fuel to fire, Indians officers know how to cook the figures and how to make the balance sheet of performance attractive. Politicians know the art of befooling innocent voters by making unachievable promises. Politicians know the art of dividing the society to continue their rule.
It is therefore desirable that Indian government and top ranked officers of various departments first discard making plans , stop wasting time in making policies immediately and concentrate their entire energy for at least one year on real and actual development of human resources who execute the golden plans and policies. Government and every departmental heads have to demonstrate by their actions that good and honest performers are awarded and bad and dishonest staffs are punished. Politicians have to learn giving tickets for election only to good performers and stop calculating winning prospect on the basis of caste, community or the wealth of the person. Media has to stop portraying all stories of success or failure based on caste and communities. Politicians and top ranked officers have to stop arbitrary transfers and whimsical promotions to juniors and incapable staffs at the cost of good and capable staff.
Politicians have to ponder over why, after all their efforts; number of honest workers in the government and in government offices is shrinking whereas that of corrupt officers is increasing year after year. It is need of the hour to decide whether mere formulation of plans is enough for the development of the country and it is desirable to answer why the GDP growth said to have been achieved by current government is shared by only rich people who constitute hardly five percent of Indian population.
Politicians have therefore to learn first to give value to good workers, good ministers and good people in general. Humiliation and disrespect to Merit in the name of reservation to some caste or the other is also one of the various reasons for continuous erosion in Indian values.
I therefore make an effort to substantiate my views by giving some focus on recent stories of corruption or price rise or maoist extremism.
Kapil Sibal , Ms Sonia Gandhi, Mr. Rahul Gandhi, Mr. Digvijay singh, Mr. Chidambram , Mr Pranab Mukherjee, Mr. Manish Tiwari, Mr. Manu Singhwi , Manmohan Singh , the great Prime Minister, the great economist and the great reformer and all VIP leaders of Congress Party were ridiculing CAG report only a few days ago. Loyal advocates named above of Congress Party left no stone unturned to shut the mouth of crying leaders of Opposition parties demanding JPC in 2G scam.
Mr. Kapil Sibal was so much shameless that he even challenged the CAG report and without any hesitation ridiculed CAG report .Top leaders of Congress Party were openly denying the charges and frequently told the media that there was no truth in 2G scam. It is they who spoiled 20 precious days of the Parliament and not members of opposition parties. But it is usual practice that thieves after committing robbery willfully cry loudly “thief, thief, thief” to get rid of police action. Similarly leaders of Congress Party were blaming NDA government for 2G scam and never accepted JPC.
It is only Supreme Court that has made them silent , otherwise leaders of ruling parties would have never accepted that there was a scam and could have saved Raja and his associates in 2G scam. Congress Party is full of corrupt leaders and hence number of exposures of scam during the tenure of UPA is increasing. Even other partners in UPA are masters in scam. Birds of the same feather flock together.
CBI the traditional puppet in the hands of ruling party is also taught a lesson by Apex Court. This is why at least some important persons have been arrested. Now it depends on CBI whether they submit charge sheet with full support of oral witnesses and adequate documentary evidences or allows the case to be rejected after wasting a decade or two as other cases related to VIP and powerful rich persons were rejected in the past.
Leaders of Congress Party named above should now at least cover their faces and go deep into hibernation.
They do not have now any moral right to preach sermons to public, to innocent voters and to world community.
Entire world has seen and witnessed the exposure of one after other scam. FIIs will no doubt fly away from Indian market slowly if the growth of Corruption is not stopped by any revolutionary leader. People are now very angry and they will dethrone Congress leaders if they do not mend their behavior and stop malpractices completely. Till now, none of action of Congress party leaders is able to demonstrate that they are working seriously and honestly to stop malpractices.
I salute Subramanium Swamy and Mr. Prashant Bhushan like persons who courageously moved against the misdeeds of the government and exposed the ongoing scam in the country under the banner of Congress Party, Total amount of loss to the country through various scams exposed during last year 2010 on account of corruption perpetuated by leaders of UPA amounts to many lacs of crores of rupees and still leaders of Congress Party in particular and that of UPA in general always blame NDA government, or BJP chief Ministers whose leaders has caused almost no loss to the state government under their rule. Maximum loss to the government caused by BJP Chief Ministers or during NDA government (including state government) would total to hardly a few crores of rupees.
“Ek Hira chor hai to dusra Khira chor Hai”. Still diamond thief is blaming the later to get rid of humiliation from the public.
“Bhai eh to public hai, eh sab janti hai”. Every nine out of ten person will definitely and categorically accuse leaders of Congress party and that of UPA for prevalent corruption in the country and hardly one person will point out his accusing finger towards leaders of BJP or NDA leaders.
Person like Narendra Modi and Mr. Nitish Kumar are far far better than learned clean Prime Minister Mr. Manmohan Singh. Mr. Rajiv Gandhi during his tenure as PM had admitted 20 to 25 years ago that hardly 10 to 15 percent of development fund reaches in the hands of real beneficiary. Similarly fund spent on development of infrastructure is lost among various middle men.
More clearly contractors have to
pay bribe to various officers and ministers to the tune of 50 per cent
of value of work order they are allotted, even if it is done through
legal process of tender.
Not only this even for good posting and timely or before time promotion one officer has to give bribe to competent authority. Even to get rid of transfer to remote and critical posting one has to offer costly gifts to transferring authority. Why not will he flatter to his boss? What is the need of doing honest duty for which an employee is paid if all normal and abnormal benefits accrues to him by dint of only flattery and by offering some costly gifts or by paying prevalent rate of bribe? It is better to earn and let others earn bribe, This is the slogan of the day when economic reformation , economic freedom is given to all in addition to fundamental freedom given by Indian Constitution.
As such Government is helpless in controlling Mafia contractors ,corrupt officers, ,investigating officers, CBI officers because all are appointed on the basis of quality of flattery they extend to Ministers and their immediate bosses and honestly share the bribe they earn with Ministers, babus and government servants. A gang of flatterers run the government. A gang of flatterers surround each top ranked officer in each office. Culture developed in the government department is open secret which is “earn and let others earn”.
Never be dishonest in offering share of bribe you earn with the bosses and be sure that none can harm you, you will grow in power, you will grow in wealth and you will in social status and social recognition.
Honest and devoted workers are rejected in promotion processes. Dishonesty is the best policy at least when Congress Party is in power at center or in a state. Leaders of Congress Party ware well versed in blackmailing opposition parties on the issue of historical case of so called communalism or secularism or keeping voters pleased by useless toys of promising caste based reservation to various segments of society.
PM has admitted rampant corruption not once, twice or thrice but many
times during six years tenure of PM.I am unable to understand who has power and who is empowered by voters to cure cancer of corruption.
In our country when PM has got no
time and no capacity to ensure
that legitimate instruction given by him
to telecommunications minister is obeyed by Mr Raja in true spirit. He allows the fraud to perpetuate for two to three years even though instruction given is not followed. He does not think it wise to ensure compliance of his orders.
This is why all offices in our country only issues guidelines but never take efforts to ensure its execution in the field and never try to punish those who violate the laid down norms. Laws are made only for the sake of laws. Rules are made not to be followed but to please the opposing persons. Leaders preach the sermons to public but do not think it necessary to follow the same. One after other committees are set up to investigate the allegation of corruption against government officers and ministers simply to close the chapter once for all or to shut the mouth of revolting people or to silence the political parties who put hindrances in their path which leads to acquiring maximum personal wealth.
When
PM can allow willfully Mr. Raja to cause loss to the country to the
tune of one lace crore of rupees,
he cannot dream of good governance.
His action demonstrates that it is wise to remain silent spectator of
all corrupt practices and enjoy the fruits of power and encash his
clean image. He think is wise and prudent to remove honest officers and honest ministers than to take the risk of survival of the government by stopping corruption. It is not surprising that all ministers and all officers working under him in the entire country in various offices follow him and perpetuate the same unhealthy practice as our learned and clean image Manmohan Singh do.
None of complaints lodged in the office of PM or that of FM or President of India or for that matter to any government office or to any departmental head by lacs of aggrieved persons in the country is properly attended to ensure its logical
conclusion. When office of PM or CM or that of President of India is
inactive and when they fail to demonstrate their value system they often
espouse and preach before public they cannot expect and should not expect
junior officers to work honestly and sincerely.
Finance Minster Mr. Pranab Mukherjee and his fellow colleague Minister for Agriculture
Mr.Sharad Pawar have also almost surrendered before
relentless price rise. They have completely failed to control price
rise and inflation. They say that government has got no magic wand which can stop price rise. They have openly admitted that price rise has gone out of their control because they cannot punish officers working in various government departments, they cannot force their fellow politicians to follow discipline , they cannot punish black marketers and hoarder business men because it their financial contribution which makes the political party able to fight election.
To be more clear election funding is possible only when black money is allowed to grow .It is therefore entirely foolish to dream that government will ever take real and effective steps to stop black money creation in the country. Government cannot stop growth of black money within the country, how can they get success in bringing back black money parked in foreign banks. When CMD and ED and all top bankers are corrupt they easily allow black money movement. All black money move from one bank to other bank through Indian banks only.
All Governments consistently have willfully made the judiciary weak and ineffective and none of the government have ever bothered to bring about judicial reformation or police reformation as promised by politicians from time to time.
They cannot reverse the policy of liberalization and globalization launched by honourable clean Mr. Manmohan Singh in 1991 because these policies of reformation have given them enormous opportunity to accumulate wealth .And it is the unregulated freedom given to business community that they earn unreasonable profit and earn hundreds and thousands of crores of rupees. It is top businessmen of the area who agree to give considerable amount to politicians of ruling party to get it back in the form of tax concessions, subsidy and tax evasion. None can stop this vicious circle and none can cure this cancer of corruption. Government pretend to control price rise but they cannot and do not want to control profit under the banner of economic liberalization. Indians cannot dream of socialistic approach when the entire set up is meant for capitalists.
Whimsical transfers, arbitrary posting and arbitrary promotion are the root cause of all social malady and economic disparity growing year after year. To add fuel to fire is the weak judicial and police system in the country.
As such any government cannot imagine of real reformation in the country. Government can provide real relief to poor common men only when they are able to make police active, effective, quick, honest and real social workers, real security providers and real fighters against injustice. Freedom granted by Late Mahatma Gandhi is lost, completely lost and it confined only a few hands of politicians, government officials and a few business men.
India needs to bring about desired reformation in police and judicial system as early as possible. Otherwise number of extremists will grow, network of Maoist and terrorists will grow and ultimately India will face the same situation as Egypt and other Arab countries are facing today .Anarchy will replace democracy, so called secularism and socialism of Nehru ji and Indira ji.

“Bhai eh to public hai, eh sab janti hai”. Every nine out of ten person will definitely and categorically accuse leaders of Congress party and that of UPA for prevalent corruption in the country and hardly one person will point out his accusing finger towards leaders of BJP or NDA leaders.
Person like Narendra Modi and Mr. Nitish Kumar are far far better than learned clean Prime Minister Mr. Manmohan Singh. A clean , helpless and ineffective leaders like Manmohan Singh cannot lead India to greater heights and so called story of development hyped by UPA government is getting punctured slowly by exposures of scams one after other. The greatest loss to the country caused by UPA government lead by Manmohan Singh is nothing but loss of image of the Nation in the International forums and among world community.

Corruption is the greatest
impediment in good governance, in development, in equi -distribution of
GDP growth, in delivery of justice and it also tarnishes the image of
the country in the world.
He is PM for last more than six years. But he could not do anything to stop corrupt practices. He is helpless.
Home Minster Mr. Chimdambaram has admitted at Devos
economic summit that hardly 50 percent of fund allotted for
development is spent on actual work.
Mr. Rajiv Gandhi during his tenure as PM had admitted 20 to 25 years ago that hardly 10 to 15 percent of development fund reaches in the hands of real beneficiary. Similarly fund spent on development of infrastructure is lost among various middle men.
More clearly contractors have to
pay bribe to various officers and ministers to the tune of 50 per cent
of value of work order they are allotted, even if it is done through
legal process of tender.
Not only this even for good posting and timely or before time promotion one officer has to give bribe to competent authority. Even to get rid of transfer to remote and critical posting one has to offer costly gifts to transferring authority. Why not will he flatter to his boss? What is the need of doing honest duty for which an employee is paid if all normal and abnormal benefits accrues to him by dint of only flattery and by offering some costly gifts or by paying prevalent rate of bribe? It is better to earn and let others earn bribe, This is the slogan of the day when economic reformation , economic freedom is given to all in addition to fundamental freedom given by Indian Constitution.
As such Government is helpless in controlling Mafia contractors ,corrupt officers, ,investigating officers, CBI officers because all are appointed on the basis of quality of flattery they extend to Ministers and their immediate bosses and honestly share the bribe they earn with Ministers, babus and government servants. A gang of flatterers run the government. A gang of flatterers surround each top ranked officer in each office. Culture developed in the government department is open secret which is “earn and let others earn”.
Never be dishonest in offering share of bribe you earn with the bosses and be sure that none can harm you, you will grow in power, you will grow in wealth and you will in social status and social recognition.
Honest and devoted workers are rejected in promotion processes. Dishonesty is the best policy at least when Congress Party is in power at center or in a state. Leaders of Congress Party ware well versed in blackmailing opposition parties on the issue of historical case of so called communalism or secularism or keeping voters pleased by useless toys of promising caste based reservation to various segments of society.
PM has admitted rampant corruption not once, twice or thrice but many
times during six years tenure of PM.I am unable to understand who has power and who is empowered by voters to cure cancer of corruption.
In our country when PM has got no
time and no capacity to ensure
that legitimate instruction given by him
to telecommunications minister is obeyed by Mr Raja in true spirit. He allows the fraud to perpetuate for two to three years even though instruction given is not followed. He does not think it wise to ensure compliance of his orders.
This is why all offices in our country only issues guidelines but never take efforts to ensure its execution in the field and never try to punish those who violate the laid down norms. Laws are made only for the sake of laws. Rules are made not to be followed but to please the opposing persons. Leaders preach the sermons to public but do not think it necessary to follow the same. One after other committees are set up to investigate the allegation of corruption against government officers and ministers simply to close the chapter once for all or to shut the mouth of revolting people or to silence the political parties who put hindrances in their path which leads to acquiring maximum personal wealth.
When
PM can allow willfully Mr. Raja to cause loss to the country to the
tune of one lace crore of rupees,
he cannot dream of good governance.
His action demonstrates that it is wise to remain silent spectator of
all corrupt practices and enjoy the fruits of power and encash his
clean image. He think is wise and prudent to remove honest officers and honest ministers than to take the risk of survival of the government by stopping corruption. It is not surprising that all ministers and all officers working under him in the entire country in various offices follow him and perpetuate the same unhealthy practice as our learned and clean image Manmohan Singh do.
None of complaints lodged in the office of PM or that of FM or President of India or for that matter to any government office or to any departmental head by lacs of aggrieved persons in the country is properly attended to ensure its logical
conclusion. When office of PM or CM or that of President of India is
inactive and when they fail to demonstrate their value system they often
espouse and preach before public they cannot expect and should not expect
junior officers to work honestly and sincerely.
Finance Minster Mr. Pranab Mukherjee and his fellow colleague Minister for Agriculture
Mr.Sharad Pawar have also almost surrendered before
relentless price rise. They have completely failed to control price
rise and inflation. They say that government has got no magic wand which can stop price rise. They have openly admitted that price rise has gone out of their control because they cannot punish officers working in various government departments, they cannot force their fellow politicians to follow discipline , they cannot punish black marketers and hoarder business men because it their financial contribution which makes the political party able to fight election.
To be more clear election funding is possible only when black money is allowed to grow .It is therefore entirely foolish to dream that government will ever take real and effective steps to stop black money creation in the country. Government cannot stop growth of black money within the country, how can they get success in bringing back black money parked in foreign banks. When CMD and ED and all top bankers are corrupt they easily allow black money movement. All black money move from one bank to other bank through Indian banks only.
Black money is always remitted to foreign centers with the knowledge and with the support of corrupt bankers, corrupt ED officials, corrupt IT officials, corrupt custom officials and all other corrupt officials who are supposed to stop movement of black money or creation of black money. After all it is the money of corrupt politicians and money of corrupt officers which will be unearthed if they take corrective step and to cure the cancer of corruption.
All Governments consistently have willfully made the judiciary weak and ineffective and none of the government have ever bothered to bring about judicial reformation or police reformation as promised by politicians from time to time.
They cannot reverse the policy of liberalization and globalization launched by honourable clean Mr. Manmohan Singh in 1991 because these policies of reformation have given them enormous opportunity to accumulate wealth .And it is the unregulated freedom given to business community that they earn unreasonable profit and earn hundreds and thousands of crores of rupees. It is top businessmen of the area who agree to give considerable amount to politicians of ruling party to get it back in the form of tax concessions, subsidy and tax evasion. None can stop this vicious circle and none can cure this cancer of corruption. Government pretend to control price rise but they cannot and do not want to control profit under the banner of economic liberalization. Indians cannot dream of socialistic approach when the entire set up is meant for capitalists.
Whimsical transfers, arbitrary posting and arbitrary promotion are the root cause of all social malady and economic disparity growing year after year. To add fuel to fire is the weak judicial and police system in the country.
As such any government cannot imagine of real reformation in the country. Government can provide real relief to poor common men only when they are able to make police active, effective, quick, honest and real social workers, real security providers and real fighters against injustice. Freedom granted by Late Mahatma Gandhi is lost, completely lost and it confined only a few hands of politicians, government officials and a few business men.
India needs to bring about desired reformation in police and judicial system as early as possible. Otherwise number of extremists will grow, network of Maoist and terrorists will grow and ultimately India will face the same situation as Egypt and other Arab countries are facing today .Anarchy will replace democracy, so called secularism and socialism of Nehru ji and Indira ji.
Indian politicians have been harping on poverty alleviation for last 40 years. Since the days of bank’s nationalization they have changed the slogan of Social welfare to financial inclusion but the there is no actual improvement visible in the pitiable position of 90% of Indian population. Only God can save common men of India until our judicial system and police system is honest and perfect, active and effective and until they are provided adequate manpower and adequate infrastructure to fight against perpetrators of injustice.
