Question on Pension and Leave Encashment

May I request you  to ensure increment for all years and removal of the term >stagnation> from pay scale . ? There is no word Stagnation in central pay services and there is provision for time bound promotions too.

 Bank staffs are no given increment for years and this is why there are officers with 20 years of service and more than thirty years of service or clerk with 30 years of service are almost same. Basic pay does not increase after some years and for which staff s not responsible. Bank management did not promote staff to higher scale or higher cadre due to inherent constraints or due to their corruption loaded direct recruitment of officers in higher scale from market and from campus.

In seventies and eighties an officer used to get promotion to higher scale after 10 to 15 years and now a days the officer get promotion even in 2 to 3 years.Even in such position they will reach in stagnation after 15 to 20 years of their service if biased and clever executives do not get success in making lengthy pay scale in executive cadre.

 Due to non increase in basic pay, a staff is not paid pension equivalent to his service period. A person with 20 years of service may get more pension than that by 30 years of service in same cadre.

Moreover pension after 33 years does not increase. Gratuity does not increase..

Why pension is calculated max for 33 years of service. It means staffs who works for 39 or 40 years of service will get the same pension as his junior or a staff with 33 years of service  will get pension.. This is against the spirit of pension 

Why privilege leave is not allowed to accumulate for unlimited days? Why PL accumulation is max 240 days when bank management do not like to sanction leave due to work load or due to unpleasant relation with boss.

 Why sick leaves are not allowed to accumulate and encashed at the time of retirement. 

It is only in India that leaves are neither sanctioned nor paid for it.
