Why UFBU IS MUM ?

WHY UBFU IS MUM ON THE FOLLOWING ISSUES? 

• Has these residual issues of 9th bipartite are settled to commence 10 th bipartite wage revision?


• Whether discussions on these issues and 10th wage revisions ( delay attributable to banks in not sending their mandate) will commence as usual concurrently and that these residual issues will remain residue for 11 bipartite ? 


The issue of outsourcing is often discussed during negotiations on wage revision as was the trend followed during 9th bipartite, as the core demand of the unions. 


Regarding early commencement of 10 bipartite wage revision we bring to the notice of members, news item of The Business Line dated February 6th which states “The decision on increase in wages and pensions In Public Sector Banks is more than a year away, but the Reserve Bank of India (RBI) has already asked banks to start making adequate provisioning. 


That’s because banks will have to pay arrears from November 2012, even though the Indian Banks Association has informed banks that an agreement with unions on wage revision will be reached by March 2014”. 


The banking regulator told bankers at the post-monetary policy meeting that it would take a “very serious view” if banks are found making lower provisioning during the annual financial inspection report 


According to bankers who attended the meeting, the central bank has also asked banks to have some uniformity in the parameters while deciding on the provisioning requirement “In case, banks fail to take a decision on a uniformity. RBI will mandate the requirements. 

The aforementioned fact amply makes it pellucid that wage revision is likely to start at the earliest, though, cudgel, in this regard, is being taken by a third party, ie RBI where, UFBU should have been the forerunner. 


Bank employees are aware that NUBE was the first to strike to the bell with its 102 page well researched comprehensive charter of demands for the 10 bipartite demanding 45 % increase in wage load with rationale justifications which was widely covered in 28 social networking sites and media and that NUBE’s charter has became the template for the common charter. 


NUBE has repeatedly requested vide its letters for its inclusion in UFBU to strengthen the united movement of bank employees since its revival from June 2011.


In the UFBU Circular No.11 dated the 7th June 2012 it is mentioned “Units are aware that a new organization by name National Union of Bank Employees was formed recently and they had sought to join the UFBU, which was rejected by the UFBU. They had again made an appeal to join the UFBU. Having regard to the views of some of the units of UFBU, it was decided to defer the issue.” 


More than six months have elapsed and no decision is conveyed by UFBU even till date. Bank employees have a right to know the facts and truth as to why delay in arriving at a decision on NUBE’s admission in UFBU 

particularly when it is only endeavouring to strengthen the bank employees movement, with renewed zeal, as could be seen in the publications of NUBE posted in public domain on important issues including the recent well researched memorandum of charter of demands submitted by NUBE for introduction of 5 day week in banks .

We hasten to add here that,not withstanding the ignominy of non inclusion by UFBU for inexplicable reasons till date, NUBE reiterates its consistent stand conveyed in all the letters to UFBU of its firm resolve to strengthen the united movement of bank employees. 

we requested UFBU to include 2 waiting Unions viz., NUBE and Bank Karmachari Maha sangh, in it’s fold. 


It is ironical when the need of the hour is the total unification of all bank employees’ unions in pursuance of smooth 10 bipartite , it is despicable to note that as per confirmed reports, only a solitary constituent of UFBU aiming is to scuttle the sincere efforts of NUBE to gain an entry into UFBU
