While pursuing the case of Repatriation Transfer, in order to point out anomalies and irregularities in the list published regarding a few transfer(s), when one of the Commanders of the Association was consulted with, instead of uttering a few words of solace and genuine explanation the reply was
“These exceptional transfers have been materialized on the basis of letters from Finance Ministry."
You also bring a letter from Finance Ministry and you may also get yourself transferred. The counterpart simply became stunned and hardly could reply
“Everyone has no access to Finance Ministry and why one should go to Finance Ministry when you are sitting at the helm of affairs of the Union.
Now the question arises, which one is more atrocious? if we feel at any juncture that Management is acting whimsically then we approach to Association but on the contrary they are acting blatantly.
We fear to say that the role of Union has become dubious and instead of solving problems and giving valid explanations they are acting wayward and giving irresponsible statements.
In present scenario, we are unable to understand that:
- 1. Why each and every year the Transfer/Repatriation policy becomes changed?
- 2. Why the top brass of Union takes part in meeting with Management without their own proper calculation of manpower to be deployed at every zone/circle?
- 3. Why State representatives categorically emphasize in meeting that no Existing/Promotee member of their state(s) would go out of their state(s)? In case of transfer, lists are published & lists are changed, officers are relieved & officers are retained. Somewhere frequent and unusual transfers are materialized whereas at some other places fellows are constant and stagnant since eternal period.
- 4. Why, ladies’ staffs are not being treated at par for the purpose of transfer/placement like some other Banks? (If ours is really a progressive country) and if they get equal emoluments then they should share equal comforts and hazards as now it is a blatant fact that their percentage in Industry has increased substantially and they are getting undue advantage .Is this not a Reverse Gender biasedness? And this puts a counter effect on judicious deployment also.
- 5. Why on fake medical grounds transfers are materialized or members are retained in their zones? Most of these cases are Union sponsored and thus Union itself creates a confusion and mistrust among its own members.
- 6. Every year before Promotion/Transfer process Management issues circular regarding avoidance of external pressure and even penalty is discussed if anyone is found out guilty thereof. But can we deny of this fact that, by a few, external pressure/links are utilized for the purpose.
- 7. Management expresses concerns that officers are not participating in promotion process as required. If this is so then why APA norms and other terms and conditions are becoming stringent day by day and common member feels that promotion process is dubious?
- 8. What is the significance of this type of Regular Promotion/Transfer Process which lacks transparency and authenticity in the eyes of its vast members? And how an Organization can flourish and produce efficacious results when the number of frustrated employees is increasing day by day.
- 9. Why apex Union leaders are acting like a Fascist and the behaviour of the Office bearers of a Voluntary Organisation is that of like Generals of a despotic army? What is and should be the role of Union on aforesaid issues and what the Union is doing to do away with these allpervading mix-ups?
Chaos and turbulence prevails everywhere and whether it is the matter of Promotion/Transfer or other Service Conditions, the majority is confused and in a fix. Always some inexplicable and implicit situations and results appear on the surface. But instead of clarifying the situation and being helpful in rectifying the anomalies, the Union is acting as a passive onlooker engaged in their own interests and priorities irrespective of the concerns of common masses.
An ordinary member, who has not any external/internal protractor, is feeling insecure or rather has become subdued. Union has turned into a fragmented unit and as some people/state(s) are exploiting this situation in their favor, the unity of the Union is at stake and in danger .
Under despair and disillusionment, members are resigning here & there, and apparently it seems that Union is disintegrating, but apex body of Union is least concerned and is not taking appropriate steps to avoid the confusion, repose the faith and maintain & preserve the unity of this erstwhile great Organization.
We know that Union has its limitations but there must be an agenda and some cogent action points so that problems may be restricted to a minimum.
To avoid this sorry state of affairs, let us be united and communicate our sentiments and feelings to our Union and force them to act transparently, authentically and unequivocally in the interests of general masses so that nobody may feel cheated and everybody without any doubt, suspicion and mistrust may feel proud of being a member of this organization otherwise the very existence of Union is questionable and there is no meaning of being silent in the name of maintenance of Organizational Discipline.
