Campus Hiring For Officers in Higher Scale , Not For Peon, Clerks And General Officers?

Public sector bank cannot  recruit a person for the post of peon or even cleaner or water boy or house keeper directly from market i.e directly from open campus. Even for such recruitment in class IV or in subordinate cadre ,every bank has to approach local employment exchange i.e. District Employment Exchange office to get names of persons interested to join services of the bank for the post of peon or house keepers.Only after getting the list of such persons , officials of bank can conduct interview and select suitable persons for the post. Even if the employer is corrupt , the chances of manipulation is restricted to list furnished by employment exchange. 

If bank wants to recruit clerks, they have to ask IBPS to conduct examination and IBPS in return is bound to give all India level advertisement i.e. giving opportunities equally to all eligible Indians. Similar is the process of recruitment of officers.

But  corrupt , clever and biased CMDs and EDs of public sector banks are preferring picking up officers as per their whims and fancies from campuses of their choice in higher scale , say scale II or scale III or scale IV in the name of merit. Why?

In the opinion of corrupt and clever officers at key posts in public sector banks, officers selected through All India competition conducted by IBPS or BSRB are not meritorious. In their view, officers who have worked for several years in their bank are not fit for promotion to higher scale. They are inclined to hire bank officers to the extent of 30 to 50 percent of total vacancies ( as per recruitment policy of the bank) in officer cadre directly from campuses and they are free to offer higher pay scale to them. 

What is the rationale behind it?

Is there no malicious intention behind campus hiring?

Such top corrupt bankers do not want to promote existing officers if they do not apply for it but they are ready to pick up officers in higher scale even though none from such campuses have applied for the same 

Why?   

Why some freedom is given top public sector banks? 

Why they are ready to go against Mumbai High court order which prohibits recruitment from campuses?

For last ten years and more banks have been giving recruitment to students of colleges of their choice said to be on the basis of merit. 

Have they ( clever top officials who recruit officers from campuses) assessed honestly the performance of campus recruited officers and are they found to be better than existing employees of the same bank who have got the exposure of ten to thirty years?

 If not , is it not unjustified and immoral on the part of public sector recruiters to offer higher pay to freshers and take same and similar work from existing officers at lower pay in lower scale?

Is there none to investigate the corruption involved in campus hiring?

Is there none in India to stop campus hiring which has been treated By Mumbai High court as illegal and unconstitutional?

Are bank officers, CMD , ED and GMs not punishable under act of  contempt of court ?

If officers during last ten to fifteen years have really been promoted on the basis of merit and if truly meritorious officers have been taken from top ranked campuses and not on the basis of flattery and bribery, why position of bank is deteriorating from quarter to quarter? 

Is it due to lack of administrative and managerial skill on the part of CMD and EDs of the bank? 

Is  it is due to poor training system? or It is due to large scale corruption?

Why bad debts are increasing year after year?

And lastly why banks are unable sustain them in their band for longer period and why they fail to stop such so called talented officers recruited from campuses even after paying higher emoluments at the cost of working officers dignity and social status?

After all why Government of India or Ministry of Finance hesitates to assign the duty of investigation to CBI to unearth ongoing fraud with the system of recruitment and promotions in banks and steps are not taken to stop cheating with existing officers and existing bank staff by top bankers?

Why GOI is silent on discrimination of officers doing similar jobs by offer of different and higher scale of pay and allowances to those who are hired from campuses directly?

  1. yes.. banks can't hire peon and clerk directly because there is no institution from where they get training....so they have none other option but to publish advertisment
